The Bougainville Offshore Gaming Authority (BOGA) is the independent authority established by the Autonomous Bougainville Government (ABG). We operate under the principles of fairness, transparency, and player protection to foster a sustainable gaming industry that supports economic growth while safeguarding communities.
our history
Bougainville’s history reflects resilience amid colonial transitions and conflict. In 2001 Bougainville Peace Agreement, which granted autonomy, established the ABG in 2005, and paved the way for a 2019 independence referendum with 98% support.
our goals
BOGA aims to create a regulated gaming framework that promotes responsible gambling, prevents illegal activities, and generates revenue for Bougainville’s development. Key objectives include licensing operators, enforcing anti-money laundering measures, protecting minors and vulnerable players, and integrating gaming tourism to boost the economy post-referendum.
